In the Box: 12 New Terrain Tiles & 6 Town Hall Tiles Place your city hall anywhere to remove the mayors from your opponents. 6 Mayors The mayor can be installed in occupied cities and make you win knights. 6 Messengers A messenger from a newly completed road travels to another road or city. 6 Scarecrows 12 Scarecrows can be placed in occupied meadows and make you win peasants.
